Tenant Anti-Displacement Services (Tenant Services)

This program helps groups of renters in multi-unit buildings protect their rights as tenants and avoid displacement. Tenant Services meets with tenants as a group, usually in the tenants’ own buildings, to help them organize and effectively address problems in their buildings and protect their rights as renters. Tenants in the following situations should contact Tenant Services immediately:

– Tenants who have received notice that their buildings will be sold, converted to condos, foreclosed on, renovated, demolished, or vacated for any reason.

– Tenants living in a Section 8 property who have received notice that their building’s Section 8 contract is going to expire.

– Tenants living in a building with building-wide housing code violations and /or poor conditions. (Including Lead Safety Hazards)

– Tenants who want assistance forming or running a Tenant Association.

– Any tenant who wants more information about resolving a building-wide issue or dispute with their landlord or management company.

The Tenant Services Program HCS helps tenants form and administer Tenant Associations. Tenant Associations allow tenants to collectively address concerns about conditions in their building. DC law guarantees the rights of tenants to organize tenant associations.

To begin the Home Purchase Assistance Program / Employer Assisted Housing Program (HPAP/EAHP) application process at HCS you should first register for and participate in our Pre-Purchase Orientation webinar. You may participate by internet or telephone. To register go to our Webinar Registration page at http://housingetc.org/webinar-registration. After the completing the webinar you will receive instructions on your next steps in the HPAP/EAHP application process.

The DC Emergency Rental Assistance Program (ERAP) is not currently accepting new applications. When it does it provides rental assistance for eligible DC tenants who are at least 30-days delinquent in rent or who are homeless and need assistance to rent an apartment. For fastest results apply online at https://erap.dhs.dc.gov. You may also hear the latest ERAP information by calling (202) 507-6666 or you may contact us by email at erap@housingetc.org.

Assistance for Persons Living with HIV/AIDS (PLWH): HCS’ MHAP Program offers assistance with rent, mortgage, utilities, food, and other necessities in D.C, Prince George’s, Montgomery, Charles, Calvert and Frederick Counties. Assistance for Veterans: HCS’ Supportive Services for Veteran Families (SSVF) Program offers Veterans who are homeless or at risk for homelessness with case management and assistance with rent, utilities, housing, and other necessities in D.C., Alexandria and Fairfax, Arlington, Prince George’s, and Montgomery Counties.
