Supportive Services for Veteran Families (SSVF)

The Supportive Services for Veteran Families (SSVF) program provides services to very low-income veterans who are homeless or facing potential homelessness.

  • Must be a veteran who was not dishonorably discharged from the military
  • Must reside in the HCS SSVF service area (DC, Prince George’s County, Montgomery County, Fairfax County, the City of Alexandria, and Arlington County)
  • Must be at imminent risk of homelessness or currently homeless as defined by the VA
  • Must meet income requirements for very low income households (see below):

Homelessness prevention services are intended for eligible Veteran families who are imminently at-risk of experiencing literal homelessness (e.g., entering an emergency shelter or place not meant for human habitation) but for SSVF assistance. Veterans may be enrolled in homelessness prevention services if they anticipate becoming literally homeless in the next 30 days. SSVF will work with Veterans on Rapid Resolution interventions while maintaining the ability to escalate services as needed. This includes Veteran families who may be living in a doubled-up housing situation and who are also imminently at risk of experiencing literal homelessness.
SSVF provide short to medium-term intervention and stabilization supports for eligible Veterans including:
Diversion as the most targeted form of prevention.
Housing Problem Solving Strategies: Crisis intervention solutions like landlord mediation and connection to other rental assistance programs can be key to helping Veterans sustain housing.

SSVF’s rapid re-housing assistance is intended for eligible Veteran families who are literally homeless. Veterans qualifying as literally homeless include persons who at the time of application or reassessment lack a fixed, regular, and adequate nighttime residence, including Veteran families who are:
 
– Staying in a public or private place not meant for habitation, including a car, park, abandoned building, bus or train station, airport, or camping ground;
 
– Staying in a supervised publicly- or privately-operated shelter designated to provide temporary living arrangements (including congregate shelters, transitional housing, and hotels and motels paid for by charitable organizations or by federal, state, or local government programs for low-income individuals); 
 
– Exiting an institution where the Veteran resided for 90 days or less and who resided in an emergency shelter or place not meant for human habitation immediately before entering that institution;
 
–  Are fleeing or attempting to flee a domestic violence situation.

 

Case management is the central focus of the SSVF Program. Our case managers have a wealth of knowledge and a commitment to understanding veteran’s needs. Case management services include: Household needs assessment, Individualized housing stability plan that includes specific goals toward securing stable housing, Linkages to VA benefits and other community resources, Intensive collaboration with clients to ensure progress from the time of intake until exit from the program.

 

Temporary Financial Assistance (TFA) is one of many methods case managers use to help clients remain in or obtain permanent housing . TFA is only provided in conjunction with case management. All payments are made to 3rd parties on a case-by-case basis. Eligible assistance includes: Rental Arrears, Security Deposit/1st Month’s Rent, Utility Deposits and Arrears, Moving Costs, Transportation, Emergency Housing Assistance, Childcare, and General Housing Stability Assistance.

SSVF provides legal services to assist participants with issues that interfere with a Veteran Families ability to obtain or retain permanent housing or supportive services. SSVF aims to assess and connect Veterans with appropriate legal services as needed.
SSVF Housing & Healthcare Navigators provide specialty services to Veteran households to assist them in their housing search and stabilization, as well as connection to VA health care benefits or community health care services where Veterans are not eligible for VA care. HCS’ SSVF Housing and Healthcare Navigators aim to provide case management and care coordination, housing and health education, interdisciplinary collaboration, coordination, and conduct case consultation as appropriate. Additionally, as necessary, the HCS SSVF Housing and Healthcare Navigators work closely with the Veteran’s core service providers and members of the Veteran’s assigned interdisciplinary treatment team.

With the support of the U.S. Department of Veteran Affairs we provide short, intensive Case Management and Temporary Financial Assistance (TFA) to address a host of factors that affect the housing stability of veteran families (joblessness, limited income, disability, mental illness, credit/budget issues, etc.) and link veterans to the following services:

  • Housing counseling
  • Assistance with paying rental arrears
  • Security deposit/1st month’s rent
  • Moving expenses
  • Health care
  • Daily living
  • Personal financial planning
  • Transportation assistance
  • Fiduciary and payee services
  • Legal services
  • Child care
