Home Purchase Assistance Program (HPAP)

HCS provides access to homebuyer education and individualized counseling for those interested in buying a home.  Courses provide participants the knowledge to navigate the homebuying process. Homebuyer education is offered in face-to-face and online courses.  Schedule an appointment with a housing counselor to learn more.

Workshop that educates home buyers on topics critical to purchasing a home, including: An overview of the home purchase process, home purchase programs like HPAP, EAHP, NEAHP, IZ, & tax relief programs, understanding home loans and how to determine if you are ready to buy.

This training is mandatory for the Home Purchase Assistance Program (HPAP) and Inclusionary Zoning (IZ) lotteries, as well as for the Employer Assisted Housing Program (EAHP).

Comprehensive training designed to further educate homebuyers about the process of purchasing a home and becoming a homeowner. This training covers topics like understanding credit, obtaining a mortgage, finding the right home, and maintaining property.

This training is mandatory for the Home Purchase Assistance Program (HPAP) and Inclusionary Zoning (IZ) lotteries, as well as for the Employer Assisted Housing Program (EAHP). You must have a PPO or IZ certificates in order to participate in this training.

Priority for DC residents. Up to $4,000 for closing costs assistance and up to $202,000 for downpayment assistance in the form of a second trust zero interest loan based on household income and household size. HPAP is gap financing and the exact amount of the second trust HPAP loan will be determined after approval for a first trust mortgage and under contract on a property.  Given the high demand and limited availability of funds, DHCD has made the change to award HPAP loans through a lottery system.

Eligibility:

  • Must be a first-time homebuyer & cannot have had ownership interest in any residential real estate within the three years prior to application.
  • DC residents will be given priority.
  • Must have a credit middle score of 630 or above.
  • Must meet income requirements as outlined in the HPAP Home Buyer Assistance Table.
  • Must have a minimum of $500 in liquid assets.
  • The purchased home must be the borrower’s primary residence and must be located within the District of Columbia.

Employer Assisted Housing Program (EAHP):

DC Government employees only.

  • Up to $20,000 with matching funds of up to $5,000.
  • Can also receive a matching funds grant up to $5,000.

For DC first responders and educators

  • Up to $20,000 deferred loan and $10,000 in down payment assistance in the form of a recoverable grant is available to participants who agree to a five-year service obligation.
  • Participants must maintain the property as their principal residence for five years and satisfy a five-year service commitment signed at the time of the home purchase.
  • Can also receive a matching funds grant up to $15,000.

Eligibility:

  • Employees at all District government agencies, including DC public and public charter schools.
  • First-Responders and Educators have additional assistance for police and corrections officers, firefighters, paramedics, emergency medical technicians, teachers, principals, and paraprofessionals.
  • Employed in good standing for one year. However, First-Responders and Educators are eligible at the time of appointment or acceptance of an offer of employment.
  • Have had no ownership interest in a primary residence in the District in the last three years.
  • Employees at all District government agencies, including DC public and public charter schools.
  • First-Responders and Educators have additional assistance for police and corrections officers, firefighters, paramedics, emergency medical technicians, teachers, principals, and paraprofessionals.

Up to $26,500 based on union membership, years of service with the DC Government and marital status.
