The DC Home Purchase Assistance Program (HPAP), Employer Assisted Housing Program (EAHP), and First Responder Housing Assistance Program are funded by the DC Department of Housing and Community Development (DHCD) and provide financial assistance with down payment and closing cost funds for the purchase of a home in Washington, DC. To apply at HCS you first need to participate in a Pre-Purchase Orientation (PPO) webinar where you will learn more about the application process.

Clients who determine that they are ready to apply for the HPAP and/or EAHP program will receive specific instructions on how to submit an application either independently or with the help of a counselor.
Clients who would like help dealing with credit or financial obstacles to buying a home are encouraged to attend one of our Credit Clinics. Registration is required for a Credit Clinic by calling (202) 667-7606.

The Affordable Dwelling Unit (ADU) and Inclusionary Zoning (IZ) programs of the District of Columbia allows income eligible households to purchase or rent housing at below market prices. The DC government provides incentives to developers to set aside certain units for low- to moderate-income households for purchase or rent through the ADU and IZ programs in order to preserve affordable housing in the city.
Housing Counseling is designed to encourage and promote a joint effort to assist clients resolve their housing issues and or to secure long term housing opportunities. HCS offers individualized counseling in the following area: rental housing, pre-purchase, non-delinquency post purchase, and budget/credit.
At HCS, our Fair Housing initiative includes education and outreach to groups, individuals and housing professionals to promote equal access to housing for all. We also encourage people who have been the victims of housing discrimination to take steps to have the issue addressed in accordance with the Fair Housing Act and/or the local law depending on the jurisdiction where the incident occurred.
HCS provides free credit and budget counseling.
Clients should schedule a money/credit counseling session if they need help with clearing up credit issues, developing a savings plan, budgeting or addressing other financial concerns. Clients should be prepared to provide all required documents for their appointment. Before scheduling an appointment for money/credit counseling, clients are encouraged to attend HCS’s Money Matters workshop.
