Inclusionary Zoning (IZ) and Affordable Dwelling Unit (ADU)

Inclusionary Zoning (IZ) is an affordable housing program for renters and purchasers. IZ properties have to undergo at least one lottery in an effort to fill their units. To be included in the lottery system, at least one member of your household must attend an Inclusionary Zoning Orientation (IZO). You can register for this on our website under “Webinar Registration.” If you are a full participant, you will receive a certificate and that will be used to register for the program. Upcoming lotteries are announced via email and selection is random. If interested in a unit located on these websites, you’ll need to contact the property and inquire as to their current availability and waiting list status.

IZ and ADU housing is available to households with incomes between 30-120% of Median Family Income (or Area Median Income). The current income, price and rental limits are updated yearly and available on the Department of Housing & Community Development’s (DHCD’s) website.

Once selected or if you locate a non-lottery property, we will reach out to you to begin your income certification. It must be determined that your income is above the minimum, below the maximum. This is evaluated by collecting information such as tax returns, paystubs, bank statements, etc. Renters must also re-certify their income annually. This process is initiated when the leasing office reaches out to us, requesting an income certification; the process is similar with non-lottery units.
